NATIONAL TECHNOLOGY COUNCIL ( NTC ), is the body delegated by Higher Education Commission (HEC) under sub-section (e) of section 10, of the ordinance No LIII of 2002,dated 11th September 2002 and HEC No.19-3 /HEC/HRM/2015/9721 dated 7th September 2015 ,published in the Gazette of Pakistan October 2,2015. NTC has a mandate to carry out accreditation under the umbrella of HEC for all 4 year programs leading to Technology Degree over a span of 16 years of learning.

Accreditation is a type of quality assurance process to ensure that the Higher Education Institutions (HEI’s) offer high quality Technology Education programs. In this context, services, operations and resources of an Educational Institution or Program/Curriculum are examined and evaluated by an external body to determine their compliance with a set of standards, practices and updated in keeping with dynamic needs of the industry.

Accreditation ensures that quality technology education programs comparable to international standards are run in all universities of the country. The Accreditation process gives the Institute an opportunity to conduct in-depth analysis of its strengths and weaknesses in its internal and external environments and protects and promotes the interest of all stakeholders.

The accreditation process is designed to be consistent with Out-Come Based Education System (OBE). Accreditation is awarded to HEI after successful compliance with the current Standards of Technology Education degree programs comparable with International Standards. Compliance is determined by evaluation of written documents provided against prescribed forms and by on-site inspection. On-site inspections are carried out based on OBA System by Accreditation Inspection Committees (AIC)s comprising of experts who are qualified, well trained and experienced in the relevant fields. AIC review curriculum of the full program, assess quality of faculty, Laboratories, Financial Strength, infrastructure and other resources.

Through Accreditation NTC ensure highest degree of credibility, in assurance of Quality Technology Education and Relevance of Professional Education & Training to all Stake-holders such as Academicians, Business Houses, Educational Institutions, Government, Industry, Regulators, Students and their Parents.

Accreditation will be carried under the umbrella of HEC and via the NTC; considering the following aspects for accreditation of degree programs in the technology related subjects:

1. Overall Scope and Structure of the Program based on Outcome Based Education (OBE) system
2. Curricula/Syllabi in line with HEC guidelines and Level of compatibility with International Standards and Trends
3. Requisite Infrastructure
4. Faculty
5. Laboratory Facilities
6. Level of Skill Development by the Program
7. Level of Integration of Science and Technology
8. Student Support
9. Facilities for student activities and other amenities
10. Financial Aid/Assistance
11. Level of job placement of Technology Graduates

Generally, the steps involved in the accreditation process are as follows:

1. The educational institution will make an application for accreditation by submitting the relevant information using the Accreditation Information Form. If a new program is to be started or already accredited program is to be re-accredited the application will be submitted at least 6 months before start of a new program or expiry of the already accredited program


2. NTC will form Accreditation Inspection Committee (AIC) to evaluate the submitted information. The Committee will be headed by a Team Leader, and the number of members on the Accreditation Committee will depend on the program to be accredited. NTC will adopt the following guidelines in determining the composition of the (AIC)
   1. An academic (or formerly an academic) member, preferably trained in line with Sydney Accord requirements, shall be included in the Team
   2. Competent professional representatives of HEC, NTC, Academia and Industry may constitute Accreditation Inspection Committee (AIC)
   3. The AIC Leader should not be a current academic in an educational institution in the region of the country where Accreditation will be in process


3. The (AIC) may after evaluating the submitted information, request for additional information where necessary


4. If the information provided is sufficient, the (AIC) Leader will request the Secretary of the NTC/Program Coordinator to liaise with the Educational Institution to develop a schedule or program for an on-site visit and subsequent Evaluation


5. If observers are to be included in the on-site visit, the Secretary of the NTC/ Program Coordinator will seek prior written consent from the Educational Institution, as its expenses will be separately charged to the Institution


6. The AIC will carry out the on-site visit, which could take between one to two days


7. The AIC will meet, prepare and submit its summary report to NTC within 4 days after the on-site visit; and formal report within 4 weeks after the visit


8. On the basis of the report by the AIC and its recommendations, a decision on accreditation will be made by NTC. Accordingly the Higher Educational Institution (HEI) will be informed of the decision by NTC


9. An appeal ,if deemed necessary, against the decision of NTC will have to be submitted in writing within 30 days

Accreditation policy is based on Outcome Based Education (OBE) system to be followed by Higher Education Institutes. i.e. No OBE = No Accreditation

Registration means that registered graduate Engineering Technologist has permeated through accredited academic program of HEI. He possesses professional knowledge, specific attributes, observe professional Ethics that are portable and can provide feedback on knowledge transfer that occurs within the academic program and enable transition of graduate engineering technologists from school to workplace.

The applicants will apply to Registrar - NTC on prescribed Application Form available on NTC web site (www.ntc-hec.org.pk) along with payable registration fee in the form of Pay Order / Demand Draft in favor of “Registration - NTC”, copy of HEC attested Degree and Transcript, attested copies of CNIC, 3 Passport size Photographs and copies of experience certificates. The complete application form in all respect shall be sent to Registrar – NTC through reputable courier service on the address given below. Write clearly on the top right corner of envelope “Registration application”.

NO BY HAND APPLICATION WILL BE ENTERTAINED / RECEIVED.

The Registration against nominal fee will be open to the following categories:-

1. Registration as ‘Graduate Engineering Technologists’ on payment of Rs. 5,000/- for life time registration. The Graduates holding BSc Engineering Technology / B. Tech (Hons) / B. Tech / BS Technology / BE Technology / BSc Technology Degrees will be registered on production of photocopy of HEC attested Degree and Transcript. However, the cut out date for their registration would be 31st December 2021, after which only the Graduates permeating through NTC’s accredited programs would be eligible for registration by NTC.


2. Registration as ‘Professional Engineering Technologist’ after acquiring 5 years of experience in the relevant Technology Discipline and on production of photocopy of HEC attested Degree and Transcript along with experience certificates issued by the competent authority of the concerned organizations/departments. The Registration fee would be Rs. 10,000/- for life time registration.

An Engineer is trained and skilled person graduated from an accredited curriculum and Higher Education Institution (HEI) in any of various branches of engineering, using basic foundations in mathematics and science, apply technical knowledge to conceive, design and develop new processes, products and systems ensuring safety, health and welfare of society that make our everyday lives possible.

An Engineering Technologist is a specialist who is trained and skilled to perform work in the field of existing Technology and who have graduated from an accredited curriculum and Higher Education Institution (HEI). Engineering Technologists are involved in the process of making things, using tools, materials, and process skills to bring into physical reality the plans of engineers (as well as those of other design professionals such as artists and architects). Engineering Technologists often work with engineers in a wide variety of projects by applying basic engineering principles and technical skills.

Engineering in fact encompasses theories relating to research, development, design and operations whereas technology primarily focuses on hands-on application of the theories and principles of engineering and science to every day operations such as manufacturing, electronics, medicine, marketing, field testing, design, and customer service.

In order to distinguish between engineering and engineering technology, a technological spectrum is used to illustrate the differences. Generally, in an organization, Engineers would most likely work in the design and development fields while Engineering Technologists, Technicians and Craftsmen would be more inclined to work in manufacturing and production line. The Engineers’ role are more towards the left spectrum while the Engineering Technologists are more towards the right of the spectrum although the main activities of both Engineers and Engineering Technologists are in the center of the spectrum. (Cheshier, 1998).

Modern industry “Engineering Team” entails “Engineering Scientists” having doctorate in engineering, “Graduate Engineers” “Graduate Engineering Technologists” “Engineering Associate” and Technicians. Engineering Technologists are relatively new on the team but world over in developed countries, they have specific defined role in the industry.

Engineering Technology program may be defined as a 4 years program leading to Technology Degree over a span of 16 years learning that prepares graduates who are able to work with /assist to complement professional engineers. The graduates are exposed to almost similar courses with those of the engineering curricula, except that the distribution of Theory and Practical.

Additional emerging technology disciplines and degree programs shall be added to this list in due course, with formal recommendation of the Executive Council and approval of Controlling Authority.

Programs will be considered for accreditation if they are offered by an Institution of higher learning recognized by Higher Education Commission (HEC) in one of the following categories:

• Institutions chartered by Federal or Provincial governments
• Institution affiliated by the chartered universities or degree awarding Institutions
• Institutions offering degree programs under affiliation/ collaboration with foreign universities approved by HEC
• Institutions that operate a branch-campus under the direct supervision and control of the main campus, and conduct program that is substantially equivalent to the one located on the main campus
• Whereas a multi-campus institution presents programs for accreditation each campus will be considered as a separate institution in the evaluation/Accreditation process
